    OJSC “AGAT-Control Systems” continues the consistent implementation of strategic important projects on Belarusian power industry digitalization. According to the Decree of the President of the Republic of Belarus dated November 9, 2006 No. 655, the company acts as the main work performer on the development and implementation of automated commercial electricity metering system (EACMS) on the key facilities of country power network system, being the elements of the structure of Belarusian state electric power group of corporations.

    The last year became a significant one in the metering modernization on the regional basis. In 2025 modern automated commercial electricity metering system into industry were successfully commissioned by AGAT specialists at more than ten affiliated facilities of Molodechno electric networks of Minskenergo Republic unitary enterprise. That action made possible significantly increase the accuracy of metering of electric resources in the region and laying the foundation for further solution distribution on the affiliate facilities.  

    In 2026, the rate of works performance is not decreasing as presently the active phase of start of EACMS running on 18 power facilities is under the way. At the same time the Company performs the works complete cycle for the development of “on the turn-key” basis systems, including production of equipment (EACMS – AGAT electrical cabinet), construction and mounting works, pre-commissioning operations both directly on substations and the upper level servers of system control.  

    The work is under performance includes continuation of a large-scale project of EACMS (Belarusian automated commercial electricity metering system of transnational intersystem cross-flows and generation) that takes a special place in the portfolio of “AGAT-Control Systems”. We should remind that the Company is a General Designer and General Subcontractor of this project which covered more than 30 power generating stations and more than 200 substations throughout the country on the initial stage and that will cover all power generating stations and substations functioning in the Republic of Belarus.  

    Technological architecture and functionality  

    EACMS is a multifunctional software and hardware system, which unites modern current and voltage transformers, digital power meters from various manufacturers, Data Acquisition and Transmission Devices, database servers and automated workstations (AWS) of users.  

    The key specific feature of the system is its multiplatform structure and scalability. It is based both on the proper equipment of the enterprise and on the series-produced means of computing machines and communication equipment that ensures flexibility when arranging local and distributed hierarchic structures. The system is adopted to any energy-saving schemes and freely integrates into the existing information systems of the enterprise.  

    From the functional point of view, EACMS solves two priority tasks:  
    1.             Commercial electricity metering — provision of accurate, legitimate and running on-line data for multi-tariff settlements with suppliers and consumers.
    2.            Process (technical) metering — a detail analysis of consuming per enterprise units aimed at minimization of electricity loss.

    Generating of EACMS regional segments enables provision of a reliable commercial metering within the agreed time intervals for the settlements of the concerned parties, and strictly control compliance with the modes and balances of import/export of electricity and capacities.  

    In perspective a full-scale implementation of regional systems will become a final stage of the formation of the unified full-scale vertical of collection, processing and storage of data visualization on all Belenergo state production association facilities.  

    Such an approach ensures a reliable and effective operative control and enables eliminate existing information and organizational barriers between the managerial and technological levels of the enterprise. Today, such barriers often block access to important analytical information and reduce the speed of managerial decision-making. The creation of a digital foundation based on EACMS solves this problem.  

    Thus, the systematic work of OJSC “AGAT-Control Systems” on digitalization of energy metering lays a solid foundation for a qualitative step in the management of the Belarusian energy sector, ensuring its transparency, efficiency and technological independence.
